The Senate has passed its annual defense policy bill, leaving aside most of the social issues Republicans wanted included. All of the culture war-driven topics were refused due to stiff opposition from both sides of the aisle. Most notably, Republicans’ amendments to prohibit states from defunding the military due to certain values-related disputes and to ensure funds can be used to allow military bases to fly the Confederate flag exclusively failed to make it into the bill. The successful National Defense Authorization Act (NDAA) includes 3% pay raises for troops and does away with the ban on transgender military recruits. The defense policy bill needs to be reconciled with the version adopted by the House of Representatives, which included the culture war-related topics opposed by the Senate.
